with spirit.ocx or NQC, you will be able to do with my (as yet unnamed)
Scheme library.

Unfortunately, though, I haven't found a way to use the IR port on these
devices to communicate with the RCX (due to incompatibilities between IrDA
and consumer IR).  I have had to resort to plugging the Lego IR tower into
my palmtop's serial port.

There is someone working on a programmable remote interface for
Windows CE, but it only works on a limited number of devices so
far, and they are all handheld machines, not palmtops.  Check out
http://web.singnet.com.sg/~ohmania/SkyCommander/SkyCommander.html.

Hopefully they'll make a version compatible with my Everex Freestyle
at somepoint.
