The hailfire droid wheel is the biggest, but impossible to use.
After that the balloon tyres from 8466/8457 are the largest.

http://peeron.com/inv/parts/22969). Their diameter (according to a recent
thread) is about 106mm.
Another step down gets you to tyre diameter 81mm. There's a whole range of
tyres in this size:
*3739/3740 is the old technic wheel as found in 8860 and many other sets.
*2903/2902 is the large wheel from Mindstorms.
*2903/6596 is the same wheel but with a smoother tyre as found in 8422.
*2998/2997 is the wheel from 8880.
*32197/32196 is the wheel from 8448.
The old 3740 is a solid tyre so it can take a good bit of weight. Hard to
get these days...
6596 is hard to get and probably has less grip than 2902, so not worth
considering.
