If I remember right, a 555 can be used as a pulse detector.
Obviously, a microcontroller is the better choice, but a 555 based
circuit (if possible) would be easier to duplicate by the general
population.

IMHO, it would be much simpler and precise to measure directly pulse
width instead of voltage, that could be done easily with a small
microcontroller...
