Using LNP (included in BrickOS) you can broadcast a packet using
lnp_integrity_write(). Such a packet is guaranteed to arrive intact if
it arrives at all. Each RCX must have a "listener" set up for the port
you broadcast on. LNP addressing normally allows up to 16 RCX to
communicate.
