No, they didn't, that was just a rumour.

You can power an 1.5 or 2.0 RCX by connecting a _regulated_ 9V DC supply
to the battery connectors (with the correct polarity of course).
To power 3 stalled motors I think you need around 1A (not quite sure),
the RCX without motors needs about 50mA (depends also on sensors).
