For cheapness the following probably can't be beat:
http://www.mop.no/~simen/legoproxi.htm ($free)

otherwise you can buy IR proximity sensors based on reflected IR:
http://www.hitechnicstuff.com/IRpage.htm ($40)
http://www.techno-stuff.com/DIRPD-T.htm ($34)
http://www.geocities.com/mindsensors/IRROD.htm ($14)

or a sonar range sensor:
http://www.hitechnicstuff.com/URpage.htm ($80)

or a brick that interfaces to the Sharp GP2D12 IR sensor that  measures
absolute distance from about 10cm to 80cm (YMMV):
http://www.geocities.com/mindsensors/gp2d12.htm ($41)

I only have experience with the last, which works nicely after some careful
calibration (Nitin has been very responsive to my questions!)

Also check http://www.alynk.com/usr/gasperi/lego.htm to see what home-brew
proximity sensors various folks have come up with.
