I think it's time to replace the 9V battery in the tower. I had exactly the same
symptons recently, and replacing the battery fixed it.

For about a week now the RIS 1.5 software I have
installed on my Win95 machine hasn't been working.
Every time I download the firmware using the RIS software,
communication with the RCX is not possible -- the
RCX does not respond. I get messages to the effect
that the "RCX is not in range or not switched on" or
"IR communication failure."
Do you see a green light lighting up when you try to communicate throught
the official software?  It should, otherwise, something's wrong.

Yes, that works as usual. I even see the little
wedge icon in the LCD, which means the RCX
is receiving messages, but I guess it's not
responding.
