I don't know exactly where it belongs, but reading the descriptions of these
groups it seems to be right here.
I kept putting off this project a few weeks, but now it's finished: The new
section for TOP MOCs and TOP sites.
Everyone can nominate and review MOCs and Sites; weekly there will be a new
TOP MOC of the Week and monthly a new TOP Site of the Month.
