It depends on what you're linking to.
If you're linking to a site or sub-site's top-level homepage, for example
http://www.lego.com/
http://www.yahoo.com/
http://www.netscape.com/
http://members.glortzarp.com/~klaatu/
then no, you usually don't ever need permission to do that. However, if
you're linking to something like this from inside a frame, then you
definitely *should* ask for permission first, because it makes the site look
like it's part of your site.
If you're linking to a deeper page (not the homepage), then generally (this
is just a rule of thumb), the deeper the link (the longer the URL), the
higher the probability that the link will break at some point, since people
tend to rearrange pages and HTML wasn't designed to handle this gracefully.
So if you're linking to a page deep in some hierarchy, then you might want
to ask the site's owner if the page you want to link to is expected to stay
around for a while at that URL. You might be surprised: the owner might say
that he/she was planning to reshuffle things soon and that a better thing
would be to link to a slightly higher-level page.
If you're linking to a JPEG or GIF image, or any other type of non-HTML
resource, then it's usually considered bad netiquette to link to things like
that from your own pages without permission, *especially* if you're
including the image on your own page directly via the <IMG> tag. In other
words, don't ever embed other people's images on your own pages without
their permission.
To summarize: If embedding anything outside of your site from within your
web page (via <IMG>, <OBJECT>, <APPLET>, <FRAME>, etc.), *always* obtain
permission first. If linking to anything outside of your site (via <A>, try
to figure out how "stable" the URL is that you're linking to, and consider
linking to a higher-level page if the URL isn't expected to last longer than
your link to it. And finally, out of courtesy, never link to something that
the owner has specifically requested links not be made to, exceptions of
course being top-level root homepages, which IMHO are always fair game even
if the owner says otherwise.
