These kits appear to contain pre-existing small LEGO sets. Pingo- LEGO and Tom's candy Traveler's Edition 2000 (URL) the Penguin is a children's character. He has shown up before, in a EU catalog where the set was called Pingo: (URL) (24 years ago, 7-May-01, to lugnet.admin.database, lugnet.promo)
