If you read the rules,

you will see that external devices in real time (like RC controllers)
are forbidden. All processing must be done with RCX bricks, Scouts,
Microscouts, Spybotics, etc)
Ideally, most programming would should be done prior to coming to the event.
A small amount of time, between game set-up (at 10:00 am) and game start-up
(usually around 1:00 pm) is for last minute tweaking of your entry and its
coding.
Though it would be HIGHLY suggested you bring a laptop with a working copy of
your code incase your bot runs out of battery juice or your code gets
corrupted during the game play.
