It may be not related to lego but is about M$ Windows folders.
I read one day that it was possible to change a folder's icon
for a custom icon.  Does any know how to do it?

I don't know if it can be done at all for a folder proper.
I do know that it can be done to a _shortcut_
(for a folder or other item).

Here's how (for "shortcut" icons):
Right-click on the shortcut's icon.
Select "Properties".
Click on "Change Icon".

Hope this helps.
Franklin
