This is a myth. It was supposed to be the Commissioner of Patents, but no such
letter, speech, or testimony to this effect is to be found. In fact, a hundred
years or so ago is recognized as a time of great ferment of technological
innovation, especially with respect to the bicycle, electrical transmission,
non destructive analysis, petroleum and the development of the heavier-than-air
airplane.
