Magic could be difficult to use, either because of the high intelligence needed
or the physical/mental strain of channeling the energy; magic could be a
closely guarded secret, taught only to the chosen few; magic could be less
reliable than technology; technology might be cheaper and easier to produce in
mass numbers (ie, it might be easier to create 100 muskets for your foot
soldiers than to have 100 mages, or have 1 mage pump out 100 Wands of
Grapeshot); magic might be fading for some unknown reason...
Those are just off the top of my head. I'm sure given time more reasons could
be come up with as well.
