Huh?

If you want a missing limb, simply remove it.  If you want a non-functional
limb, leave it there and don't move it.

If you want a mentally-differently-abled person, well, they pretty much can be.

If you want a blind person, there are a plethora of sunglasses available.

If you want a deaf person, see the mentally-differently-abled bit.

I don't get what you're looking for, I guess.  Scala (was it Scala?) has casts
and crutches and (I think) a wheelchair, but they're at a different scale.  I
think you can make those things in minifig scale, though.
