That's the way he sees it anyway--I think some sherrif should put it to the test
and walk up to him with some handcuffs...

...Nah, he wouldn't be able to.  RoboCop's prime directive doesn't allow him to
take action against an employee or board member of Halliburton or any of its
subsidiaries, such as the U.S. Federal Government.
