The former. Those who work hard make their own chances and get their own
opportunities, therefore don't need help from some sort of scheme to
make things "equal" as long as the government they're under isn't
actively suppressing rights.
There will always be inequalities of outcome. We can't all be Richard
Branson. He's earned every penny he has and I for one don't begrudge
him. Think how much more he'd have accomplished if he didn't have as
much of his income confiscated by his government..
