Found this interesting reading.

It has more info on what went into the new policy than one usually sees. There
are some biases and conclusions there that not everyone will necessarily agree
with but it's worth reading in my view.
It says part 3 of 3. I am not sure how to find parts 1 and 2 but would be glad
if someone else happened to have found them and posted the links.
