Are you out of your mind? That would be like me saying:
1. I believe Spencer plans to acquire a gun
(though I have no evidence of this)
2. I believe that Spencer dislikes me intensely.
Therefore
3. I am justified in lauching a mammoth pre-emptive strike against
Spencer, and tough luck for anyone who happens to get in the way. And, by
the way, Spencer has a lot of wealth that I'd just love to share with my
corporate buddies--spoils of war, so to speak.
You are in essence justifying a war solely because the target of that war
doesn't like the country that sold him chem/bio weapons and then condemned
him for having them.
Further, a war is an extraordinary undertaking in terms of materials,
personnel, and raw dollars, not to mention the cost in innocent lives.
You'd better believe that I demand better than "soft" evidence before I'll
accept such action as justified.
Do you really think that the best way to deal with people who dislike you
is to kill them?
