There was an interesting discussion in RTL on the import duties for construction toys which pointed to the U.S. International Trade Commission -- 1999 Tariff Database at (URL) (you can get to it from (URL) by clicking on the 1st item "Informal (...) (25 years ago, 31-Aug-99, to lugnet.market.theory)
