I think that all of the Cement Mixer sets (and all of the gas station ones, plus
some others) are labeled "Special Edition" just because they are available from
a limited set of retailers. In the case of the Cement Mixer in the US, I think
you can only find it at TRU and LEGO stores / S@H. So I guess that is "special"
enough to warrant it being "Special Edition". I think that the set is identical
to what you'll find on the LEGO website (and the box you order from them will
say Special Edition also).
