IANAL, but I do believe, as long as it is not a "illegial" item, such as
drugs, or explosives, or whatever, it is fine. The cash value should say
something like 1/20 of a cent, so if it goes any higher, I am not buying!

The auctioneer might think of it as a collector item too, rather than a
coupon. Hmm... maybe I should start auctioning off all the coupons that
people throw in their carts at Meijer... ; )
