I believe it has something to do with where the last successful bid sits. e.g. If your max bid is $10.00 and the bid increment is $1.00 and the last successful bid was at $9.01, then a subsequent successful bid would be $10.01 which would (...) (...) It's sort of a problem with proxy bids. The way eBay enforces a minimum bid increment is that the minimum bid must be the bid increment above the current bid.
