Hard to say with certainty as this may be a regional issue, and you don't
say where you are.
This set is not available in the U.S. through Lego Shop-at-Home, but was
apparently distributed through a limited number of retailers -- not the
usual toy stores.
I seem to remember posts to LugNet about people finding them at Food Lion
stores in North Carolina, and perhaps at some Seven-Elevens
elsewhere. Still, I haven't been able to find any myself in Ohio.
And then there's always the possibility that a flood of them will show
up sometime in the next 2-3 years. For example, the 1997 Shell promo
sets were not distributed in the U.S. at that time, but a bunch of them
were distributed at Shell stations in Southern California earlier this
year. Obviously, they're not "rare" in that part of the country now!
