John Lewis in Oxford Street (just up the road from Hamleys) has the
occasional discounted item and is always worth a look (I picked 2 4x4
Off-Roaders up at 50% off one day)

The obvious ones are the official LEGO shop at the Bluewater shopping centre
to
the east of the M25, or Legoland Windsor to the west. If you're without
transport in the middle of London, you'll find Hamleys particularly
expensive.
I don't know of anywhere where you can be sure of discounted prices though.
