The wheels and plates were just service packs that appeared early on this
year. They actually sold out months ago, before the latest wave of service
packs. They still have <set:5303> buffer bars and <set:5302> bogie plates
from this batch though (or 'boogie plates' as they're listed!). I suppose
they're just not replacing these old stocks.
Quite a few of the latest wave of old service packs have sold out now, too.
Fortunately I was quick enough to get the ones that I'd kick myself if I
missed. I'm surprised to see canons still available though. Has anyone
who's received one seen anything on the packet to indicate they are anything
other than old stock? (e.g. 'packaging design (C) 2001' or something?)

Well, yes there is. The <set:3737> wagon base pack is a fairly recent
product of the bulk bricks range, and is still available.

I agree, but only because of all the rare colour bricks you can pick up at
the same time. If you purely want the parts in a wagon pack, buy that.

I agree. The large one with a tender is excellent value. Although it has a
bogey-based carriage, it is neatly done and doesn't detract from the overall
look of the engine. You might be able to do a better looking (and more
British!) MOC, but as a set it looks good and part-for-part is great value
compared to other sets.
Just be aware that the wagon plate in the large train is a little short at
6x24 studs, whereas the standard one in the wagon pack is 6x28 studs.
