Paypal withdrawal advice

Has anyone successfully withdrawn money from their paypal account? I have
had an account for ages and registered a UK bank account once I could not
use a credit card. I tried to withdraw some of my money a few weeks ago and
have never received it. Paypal have re-credited my paypal account with the
money but fined me $20 for the priviledge! They have now said my bank
rejected the payment, then that I cancelled it! I have been told that I need
to register my bank account with 2 payments as I did with my credit card but
they have never done it. But then told I could just withdraw directly now.
I am very hesitant to try to withdraw more and have another $20 charge and
not have the money credited to my account again. Has any one had similar or
better experieces? Has anyone else had to go through the process of 2
payments being made to their bank account having done that already with
their credit card? I would feel happier if that had happened or if I can
know that someone else has had money transferred without that happening.
