Neat alcohol works well for permanent marker - I'm not sure about spray paint,
but try it; it doesn't harm the plastic.  Use the little bottles that come
with cheap audio cassette or floppy disk drive cleaning kits (your nearest
bucket shop - the sort that has dozens of tubs of cheap imported tat - should
have some).  Tip a few drops on, leave for a few seconds, then wipe with a
cloth or paper tissue (any left will evaporate eventually).  It may smudge to
start with, but just do a little more.  Try not to breath in too much!

Note to kiddies: industrial alcohol is a little poisonous, because of the
other chemicals used in its production, so no tasting, okay?

As for floppy legs, is it because you've been swapping legs around?  Not much
you can do here.  If it's a particular minifig, you could try swapping the
legs onto another set of hips - it's usually the lug on the end of the peg on
the hips that's gone.  It holds the leg against the centre for friction - the
pin itself is quite loose in the leg.  To get the leg off, slowly rotate it
back and forth whilst pulling steadily outward.  They just push back on
afterwards.  Practice with a common set, like blue legs.

Loose heads are just wear, tear and tolerances.  Both the heads and the torso
pegs vary a little.  Try swapping heads around until you find one that
sticks.  By the way, does anyone else think it daft that minifigs are all
supplied with heads on, but any neckwear is provided separately?
