How about using postcodes???
OK, so there are several of them to a county, but it might help...
e.g. in Kent, we've got: ME for Medway; CA for Canterbury; TN for Tonbridge;
DA for Dartford; BR for Bromley...
OK, OK, it was just an idea - there would be far too many for separate
groups, but it's the nearest we've got in the UK to US state codes...
