alt+128 : Ç
alt+135 : ç
alt+0214 : Ö
alt+0246 : ö
but using directly "c" and "o" are not so big problems. Turkish started to be
supported by MS stuff with MS-DOS 6 and Windows 3.1, so before 1993 we didn't
have official support for our characters except some in-house produced patches,
and Turkish people who started "computing" before that era are very familiar
using no dot/no cedilla versions of such characters..:-)
