Yes it is 4120 Fun and Cool Transportation.

603 pieces for $24 CDN is a pretty good deal I think - works out to 4
cents Canadian a piece. There are a lot of basic bricks, but there are
some cool useful pieces as well. Sucks there is no lid for the tub
though.
They are available here in Ottawa, at least at the Merivale Costco.
Haven't checked the other Costco ...
