As it comes in the set, it has Adventurers wheels rather than a 9V train
chassis. Built out of the box you can't run it on a track, which is why LEGO
makes that statement.
BUT, the instructions apparently describe a conversion so that it will run
on 9V track -- like the Technic instructions that show you how to add a
motor I suppose.
Really LEGO should have said "Add (whatever accessory sets you'd need) to
run on LEGO train tracks!" Much less negative and more accurate I would
have thought...
