Yikes, no, can't do that. The 'Message-ID' header specifies the message ID of
the message in which the header is found. The 'References' header specifies
a list of all the message ID's of the messages upstream of the message which
the header is found.
All messages must contain a 'Message-ID' header and any message which is in
reply to another message should contain a 'References'[1] header. Thus,
most messages actually contain both 'Message-ID' and 'References' headers.
The bug in Ben's email system is that his messages are coming in without
'References'[1] headers. His email system is broken and it is not standards
compliant.
