Firstly, buy the set. Only get the Robotics Invention System (RIS) set.
Don't get the Droid discovery kit or any of the others. They are too
limited. The RIS is the best and only one to get.
Secondly, play with the set. Enjoy. Make as many models as you can, and
create all the recommended robots.
Thirdly, get the books.
(i) Jonathan B. Knudsen, "The Unofficial Guide to Lego Mindstorms Robots",
O'Reilly
(ii) Dave Baum, "Dave Baum's definitive guide to Lego Mindstorms", Apress
both of these books are excellent, and get you moving in a more advanced
direction, such as programming the robots with NQC.
Quaternary, get more parts (ie, motors, rotation sensors and the like).
Don't just get the specialised mindstorms parts, but pick up some large
technic sets (8448, 8480), to get some more generic parts.
Quinary, get a second RCX. Two are better than one, and open up whole new
realms of fun.

As long as the price is about $380, that's the RRP. No-one seems to sell it
cheaper.
Hope that helps,
David Drew.
BTW, if anyone is looking for an 8480, my local TRU has one for sale. I'd
expect that it'd be about $150.
