The store, like the Big Shop are inside the park gates.  You have to pay
admission to get into the park but you can purchase a "Shopping Pass".  A
shopping pass provides you 30 minutes to shop in the park.  If you return to
Guest Services before your 30 minutes have expired they will refund your
park admission.

30 minutes is more than adequate to shop the Big Shop as it is right inside
the admission gate.  It is a stretch to get to the Maniac Clubhouse and back
in 30 minutes let alone do much shopping for bulk bricks.  Maybe their
policy has changed but this was my experience this past January when they
only had a few (like 6) different bricks for sale in the bulk sedction of
the Maniac Clubhouse.  YMMV.
