Nice eye, Suz!
Having watched this machine in action, I can safely say that minifig would
be rejected at the end of the line, before getting put into the box of
'good' figures. When I was going through the factory (one of the *big*
perks I enjoyed when I was an employee!) there was someone sitting at the
end of the minifig assembly line, who would just put the missing parts onto
minifigs. It didn't look like a job I would enjoy... But, that assembly
machine was fascinating to watch!
And it looked like the missing hand was somewhat common, maybe 1% of them?
The person doing the repairs had quite a stack of minifigs, all of them
missing a hand (or two)...
