Don't take this as the final word, but my understanding is that the LEGO
retail division and the LEGO catalog division opperate as two completely
separate entities. While there is some cross-over between product lines,
each division only carries the items which are likely to sell in that
channel. The items you mention have historically has very poor performance
through store-based retail channels, and so are only carried through the
catalog division.
