Transitional is a bit hard to nail down. Ive bought sealed BIONICLE sets
(ca. 2001) that came with #2 axles without notches, but other copies of the
same set came with the notched variety. Oddly enough, the notched version
dates back five years earlier, so thats a pretty large transitional
period. Its possible that bins of parts get mislaid, or left unused in the
last-in/first-out system thats used for many non-perishable items.

Actually that makes a lot of sense in explaining the variations that occur among
the same set. But it would necessitate listing parts with variations as
undetermined (to use BrickLink parlance) in certain set inventories. And it
would probably bother some people buying used (or even MISB) sets not to get a
particular version of a part in some cases. For example:

but the copies available at KB Toy Liquidators a few years after the original
release had this head:
I know it made a difference to some people.
