No, the microTechnic in the UK last year had the 5 length axles, as did at
least one Technic set, considering I pulled my chopped axles out of my
dragsters and replaced them with real #5 axles, and I did NOT take them out
of my UK sets.

(...) Yup, many of the 1998 Technic sets had axle #5's, e.g. the 8248, 8417, 8428, 8462 and 8482. Fredrik (25 years ago, 16-Aug-99, to lugnet.general)
