This is a reprint of a Bricklink thread...
Starting around 1954, TLG had a mascot for LEGO boxes and catalogs, that we
refer to today as the LEGO GNOME. This little character was used on all LEGO box
tops and in catalogs until 1960. The last known sighting of the LEGO Gnome was
about 1963-65, in continental European wooden box set content lists.
Here is a pic of the LEGO Gnome in a 1958-59 #236 Garage set (from Dave
Shifflett's website):

And here is a website brought to my attention by Bricklink seller Darkmenace,
that shows the 2008 re-introduction of the LEGO Gnome, after nearly a 1/2
century absence from LEGO boxes... this shows LEGO (Golden Brick Edition) "50
Years of the Original LEGO Brick" set #5522... with the LEGO Gnome on the left
side of the box:

Enjoy!
