The sets are made in-country to be more adaptable to the product mix that is desired by the marketplace in each country (plus, I figure it's easier to ship bricks en masse than sets--a lot of (...) Lar, I was in Enfield last April, and I know one of the buidlings there was still doing set packaging (production line of bins feeding pieces of Lego bricks into bags, and then the bags were going into boxes and tubs).
