I've had this piece for quite awhile and wondered the same thing myself. I added
a picture of it to my comparison galleries on Brickshelf:

I buy bulk, so don't know what set it came from. I do have some ideas though.

The hole is too small for steering-type pieces. The only other piece I've seen
with a similar-sized hole was a system brick found in an old Duplo set:

That hole was used for a rather thick tow rope as shown. The holes in the two
bricks appear very similar.

My brick has a rim around the studs, and relatively modern stud logos. It also
has 3 tube supports on the underside that only go half-way. That would date it,
if I knew the progress of those supports. I know/can relatively date such
changes within a 2x4 brick,

but haven't collected similar data for the 2x8.

My first hunt would be for Samsonite 1980's or older Duplo/System sets with pull
strings, then any set with strings (construction sets come to mind).
