You should try the Fibblesnork LEGO guide here at Lugnet.  It's got pictures
of
all the minifigs and references the sets that contain them.

Off the top of my head, the ones that might be currently available:
Generic Town Female: lipstick, eyelashes (several sets, including Town Folks)
Gail Storm (not sure if this is the same as GTF or not) (Adventurers sets)
Forest Girl: brown bangs, hair hands down on sides of face (Bandit Ambush,
  Dark Forest Fortress, poss Hemlock Stronghold?)
Ninja Princess: lipstick, eyelashes, ninja headband (Emperor's Stronghold)
Padme: lipstick, wider mouth (Anakin's Pod Racer, Mos Espa Pod Race)
Rock Raider Babe: punky white hair, lipstick, comm unit (Hover Scout, poss others)

Of course, Generic Smilies can easily be female, too.  You could also turn
Smiley-with-Sunglasses, Smiley-With-Eyebrows, Luke, and heck, even Timmy into
female heads with the proper outfits & hair pieces.  Any minifig without
obvious facial hair is a candidate for being female in my LEGOland...

(...) Don't forget Willa the Witch and the Insectoid Queen! And, of course, you might look for a "female" Stingray or UFO Alien, but how can you tell...("Flip 'em over?") (...) I whined sufficiently about four years ago and got TLG Customer Service (...) (25 years ago, 21-Jun-99, to lugnet.general)
