If Lego is going to continue in its current strategy of securing licensing
rights, why they did not secure the rights to use the Lord of the Rings
characters is a good question.

I'm sure there are reasons. Possible ones include
- They have maxed out their yearly licensing budgets on continuing the Star
Wars product and the new Harry Potter line.
- The Harry Potter license stipulates they cannot simultaneously have two
licensed "castle / medieval / fantasy" lines.
- Lego felt LoTR is too "dark" and did not even peruse the license.
- Who knows.

Either way, the pictures look like recent Lego sets, but with no
mini-figures. The characters look like little statues.
