I found out that the black boxes all have a separate locator beacon for
underwater crashes.  A sensor is activated upon exposure to water:

It rained last night in NYC, plus there's been a lot of water sprayed all
over the wreckage to put out the fires.  Might this have activated the
underwater beacon?  They may not necessarily be listening for it, because
these crashes occurred on land.

Unfortunately, it looks like the voice recorder was damaged in the crash:
