I bought a cheap parallel port camera (the name brand is webeye) a few years
back, you can see what kind of pictures it takes at the Lego section of my
homepage, http://www.frontiernet.net/~ghaberbe/legolink.htm . This ran me
$40 USD. It's sufficient, for now.

I think a cheap or used parallel port camera might be your cheapest bet. I/O
Magic also makes some cheap standalone camera's, but I'm not happy with mine
(the 410, IIRC). Of course, with a parallel port camera, you have to get
your Lego within a few feet of the computer.
