I'm pretty sure that's right -- it's the crew who escape when Obi-Wan is
struck down by Vader, which explains why only his ethereal presence is
included in the set.

PS For a completely fitted out Obi-Wan you need a Landspeeder and a Gungan Sub
(until brown hoods appear somewhere else).
