Actually, it's more like:

a =  regular_retail_assortment? * f(y) * kl_discretion

where f(y) = 0 if (calendar_year - LugnetDB_year) > 2
           = 1 if (calender_year - LugnetDB_year) <= 2


if a > 0 then the set is "currently available" and it doesn't go up.
