Depends on what you want.  If you want to have nice vector-drawn maps like
Richards and a few others, with little fine detail, Powerpoint and Pain are an
ingenious solution.

However, if you want to make 'realistic' maps like my OR one,

there's not really any way to achieve anything other then using Adobe Photoshop.

Other then downloading trial versions and doing sneaky things to offload images,
(like Print Screen) the only decent free image-editing software is the GIMP.

However, I don't know if there is a version for Mac.

but it looks like you have to login in and register.

A mac is THE image-editing station of choice, however.  Lucky.
