Allow me to enlighten you. 
I believe James Browns Lego Wars is a derivative based upon Brikwars. 
Its just a simplified version. 
 
However, because Dave Eaton created a great CP calculating system that is 
complex yet so very easy to use I decided to use his point-cost system to 
compliment Mr. Browns rules. 
 
I may occasionally use the Brikwars rules for supplement, but Lego Wars is 
just a bit simpler and allows far more flexibility.

  |  (...) Well only James will know for sure, but JBLW was already out before the first time BrikWars became widely-publicized in 1998. Though the two games now have some similar elements, these didn't show up in BrikWars until 2000 so I would guess (...)   (24 years ago, 5-Oct-01, to lugnet.gaming)
